On February 19, 2013 an Emergency Petition for Writ of Mandamus was filed with the  9th Circuit Court of Appeals by former L A County Prosecutor Steven J. Ipsen  Exhibit 1 to the Writ describes the case. 
 
On March 7, 2013 Chief Judge Alex Kozinski  of the 9th Circuit and the US District Court Central District of California received an additionalEmergency Application to Vacate the Court’s Orders in the same case.
