12-09-10 Request for Response by Bank of Israel Governor Stanley Fisher in re: Consumer Complaint against Bank HaPoalim, LTD, Israel

This fourth, current (2012) event in what has been described as unannounced regime change in the State of Israel, is separate from the three previous events: a) the Bus 300 Affair (1984), b) the Assassination of Yitzhak Rabin (1995), c) and the death of the Supreme Court’s Chief Clerk Shmaryahu Cohen (2002).  The fourth event involves Bank HaPoalim, LTD, Israel, Bank of Israel, and me.  Like the events that surrounded the death of the Supreme Court’s Chief Clerk Shmaryahu Cohen (2002) it directly documents the loss of sovereignty of the People of the State of Israel to the US, or its proxy corporations.  Here, Bank HaPoalim, LTD, Israel, is shown to treat the State of Israel as a US province, where Bank HaPoalim, LTD, established its own version of the US law, and adjudicated and executed its own laws as well.  Bank of Israel – the State of Israel’s banking regulator – was aware of Bank HaPoalim’s intent in advance, but its response on these latest events is yet to be seen. The current alleged criminality of Bank HaPoalim, LTD, Israel, is remarkably similar to the conduct of US financial institutions, such as Bank of America Corporation, and Countrywide Financial Corporation, before it, over the past decade, and the refusal of US banking regulators to enforce the US law on US financial institutions.

RE: Request for Complaint Number, Complaint Date, and confirmation of receipt of the Addendum, in re: Bank HaPoalim, LTD, Israel
Dear Governor Fisher:
On August 25, 2012 I filed with Bank of Israel a Consumer Complaint against Bank HaPoalim, LTD, Israel, related to conduct alleged as extortion. [1]  Ms Miriam Segal of Bank of Israel assisted me in the filing of the Consumer Complaint, which was uploaded through the Bank of Israel web site, faxed, and transmitted by email.  Ms Segal also confirmed the receipt of the complaint.  She also informed me that pursuant to the Bank of Israel Consumer Complaint procedures, Bank HaPoalim would be required to answer on the Complaint within 21 days.
On September 4, 2012 I filed with Bank of Israel an Addendum to the August 25, 2012 Consumer Complaint against Bank HaPoalim, LTD, related to conduct that is inconsistent with any notion of honest banking. [2] 
In recent days I have repeatedly filed with Ms Miriam Segal and Bank of Israel request for notification by email of:
a)    Complaint number and date, designated by Bank of Israel on my August 25, 2012 Consumer Complaint.
b)    Confirmation of receipt of the September 4, 2012 Addendum.
In contrast with Ms Segal’s prompt responses in the past, I am unable to obtain from her response on my requests a) and b), listed above.
Therefore, I kindly request that you ascertain that Bank of Israel provide the Complaint number and date, designated on my August 25, 2012 Consumer Complaint, as well as Confirmation of receipt of the September 4, 2012 Addendum.  Please have Bank of Israel provide a copy of the response on instant request by email transmission to the address, noted below, since I am abroad and have no access to my paper mail in Jerusalem.
